Job Purpose

The Compliance function is an independent Second Line of Defence (“2LOD”) department that reports directly to the Chief Executive, with unfettered access to the Board of Directors.    The Compliance function is dedicated to supporting NBF to actively manage Regulatory Compliance (RC), Conduct Risk & Financial Crime (FC) risk. 

Primary responsibility to provide effective Business Advisory Compliance support to NBF Businesses, with particular focus on Corporate Banking Unit, including:

•    Acting as a Trusted Advisor and effective 2LOD function across NBF business areas including Wholesale Banking Group (“WBG”) (including Corporate Banking, Financial Institutions and Business Banking) Retail, and Treasury.  

•    Compliance advice and support provided across relevant areas of Regulatory Compliance, Conduct Risk, AML/CTF and Sanctions as required by NBF’s businesses.  

•    Act as an experienced Senior Manager proving support to your allocated primary business area (Corporate Banking) but also working functionally across responsibilities Business Advisory Compliance team.  

•    Providing support in respect of Sanctions Compliance, including Proliferation Financing and Trade Based Money Laundering, including compliance support to trade business and payments processes as relevant  

•    Develop and implement effective Compliance Policy and associated Process including directing and where necessary implementing requirements project for key regulatory change, new business or other Compliance projects.  

•    Deliver against relevant items of Compliance Plan, including training plan.

•    Address and lead resolution of allocated Compliance relevant findings from internal or external reviews or other aspects of Compliance Assurance program. 

•    Complete prescribed responsibilities for key aspects of Compliance Processes including Consumer Protection and Conduct Risk agenda – including Complaints Management Unit (“Complaints MU”) responsibilities, Conflicts of Interest Management and relevant aspects of Market Conduct as allocated. 

Key Accountabilities

A key Senior Member of the Compliance Business Advisory team taking ownership and accountability for the relevant areas allocated from the following overall team responsibilities 

•    Deliver consistent high quality compliance advice in the Business Lines, with focus on primary business lines you support, to ensure delivery of service standards to external and internal stakeholders.

•    Senior Leader within Business Advisory team leading setting agenda and framework for Department.   Where allocated secretary to Compliance Committee or other Compliance governance other governance responsibilities.  
•    Working with Business Line management to support underlying business objectives by providing sound advice and guidance, including dealing with clients, FIs and Correspondent Banks. 

•    As allocated managing Policy, procedures and associated Compliance responsibilities for Complaints MU or Conflicts of Interest, including establishing and maintaining Conflicts of Interest register, Market Conduct and Conduct Risk reporting 

•    Correspondent Bank and FI relationship management 

•    Compliance support to Treasury Business including SCA oversight, supporting the Compliance Officer in their registered role.  

•    Compliance support to New business and product initiatives, including Fin Tech and other potential partnerships 

•    Handle Complex Business onboardings including coordinating relationships with some high risk customers in Precious Metals and Stones, MSBs or other DNFBPs 

•    Manage Compliance input to key Regulatory Change projects (e.g. CRS / FATCA implementation, Baseline Actions, New Regulations), when relevant taking lead on firm wide implementation 

•    Provide effective engaging and outcomes orientated Compliance Training 

•    Management of regulatory relationships with CBUAE, SCA and other regulatory authorities including tracking, reporting and overseeing implementation of new regulations.  
•    Assisting with driving the Compliance Assurance Programme  (supported by Banks GRC technology platform Chase Cooper) or other internal or external reviews (including Internal Audit) ensuring effective mitigating actions are identified and assisting in tracking to conclusion.   Will report directly to NBF Management Risk Committee when appropriate. 

•    Assist the Head of Compliance, Compliance Management and MLRO in providing training and awareness to relevant stakeholders, especially in high risk business areas.

•    Actively participate in horizon scanning including within relevant industry groups to ensure alignment of Compliance methodology and influence national trends in Compliance Risk Management.

To keep up to date with industry and regulatory changes effecting the risk and control environment unit and to make appropriate plans to comply with such including continuous review of existing controls, training and development for the team and staff. 

Drive change initiatives across the organisation, lead a culture of internal controls and effective management of Compliance and Conduct Risk 
 

Education

A minimum bachelor’s degree in a business related field or equivalent

Experience and Skills

Background and Experience

 Education level

•    A minimum degree (Bachelors) in a business related field or equivalent.
•    A recognised qualification or certification in Operational risk, Compliance, Internal Audit or Law

Work Experience 

10 years of banking experience of which 5 years in a similar role.

Specialist Skills/Competencies Required for the Role
CAMS certified (AML, regulatory and compliance)
CISI (Operational Risk certification)
