Job Purpose

The Compliance function is an independent Second Line of Defence (“2LOD”) department that reports directly to the Chief Executive, with unfettered access to the Board of Directors.    The Compliance function is dedicated to fully establishing, embedding and maintaining an effective 2LOD Compliance Assurance program covering AML & CTF, Regulatory Compliance, including Consumer Protection.
Primary requirements for are to enhance, establish and embed the existing Compliance Assurance function including:
o Lead a team of 3, possibly 4, to conduct, direct, oversee and report the primary monitoring and assurance tasks for NBF’s Compliance Function.
o Properly embedding appropriate Risk Assessments in order establish appropriate risk mitigation plans and highlight higher risk areas requiring additional assurance.
o Continuing existing Compliance Certification program (utilizing Chase Copper GRC Tool) to ensure fully embedded and that it provides enhanced 2LOD assurance.
o Coordinate and report Consumer Protection monitoring and assurance requirements.
o Establish and advise business on appropriate remediation action plans.
o Conduct or coordinate other monitoring tasks as appropriate to Compliance, including directed by Central Bank or other relevant regulators.
o Be a key part of Compliance Management team.
o Support the Head of Compliance to deliver consistent high quality compliance advice in the Business Lines to ensure delivery of service standards to external and internal stakeholders.

Key Accountabilities

• Deliver consistent high quality compliance advice in the Business to ensure delivery of service standards to external and internal stakeholders.


• Complete relevant AML and Compliance Risk Assessment exercises and control assessment exercises creating relevant annual plans from outputs.


• Manage process of effective KYC assurance and other AML assurance activities assigned to your team affirmed by positive feedback from internal or external reviews.


• Conduct Monitoring tasks assigned to team including AML Behavioural Alerts and oversight of Transaction Alert escalations ensuring Central Bank SLAs and timelines are met.


• Assist in establishing and embed new Consumer Protection monitoring requirements including effective completion by business or 2LOD as relevant and reporting.


• Driving the Regulatory Compliance Assurance Programme across the Bank (supported by Banks GRC technology platform Chase Cooper), including liaison with managers responsible to complete reports, the Head of Compliance, Chief Risk Officer, Head of Operational Risk and NBF Management Risk Committee as appropriate.

Other Accountabilities

• Issue Management ensuring proper Root Cause Analysis, Lessons Learned understanding, effective reporting and tracking actions to conclusion.


• Reporting key elements of Compliance Assurance including both KPIs to manage effectiveness and KRIs for risk identification and mitigation.

• Oversight and review of High Risk Relationships including with MSBs and DNFBPs establishing and maintaining framework.


• Oversight of standards and Compliance testing of Banks Payment Screening Processes and providing assurance over 1LOD responsibilities in these.

• To support Head of Compliance in reviewing Business Line and Compliance operational risk audit items and to support departments to roll out agreed actions and mitigants. Potential to act as key departmental representative in Operational Risk and Technology forum as appropriate. 


• Actively participate within relevant industry groups to ensure alignment of Compliance methodology and influence national trends in Compliance Risk Management.

To keep up to date with industry and regulatory changes effecting Compliance in the region and to make appropriate plans to comply with and anticipate such changes, including performance of continuous timely and accurate due diligence, and trainings for stakeholders

Drive change initiatives across the organisation, and to drive a culture of pro-active correspondent banking compliance.


A minimum bachelor’s degree in a business related field or equivalent
A recognised qualification or certification in Operational risk, Compliance, Internal Audit or Law

Experience and Skills

Work Experience

>10 years of compliance/assurance banking experience of which 5 years in a similar role, preferably in international institutions.
