Job Purpose

The Senior Manager, Operational Risk and Resilience is responsible for establishing and implementing the Bank’s approach to risk event management, controls assurance and operational resilience. As part of the Bank’s 2nd Line of Defence, the role will also play a pivotal part in driving a culture of best practice risk management with consideration to the balance of risk appetite, commerciality, corporate governance and regulatory requirements.

Key Accountabilities

Risk Event Management 
•    Development of a bank-wide risk event management process to ensure the effective identification and reporting of incidents and tracking of actions through to closure.
•    Foster a culture of awareness and accountability for risk event management throughout the bank ensuring a sound risk culture and alignment with 3LOD operating model.
•    Oversight of root cause analyses and post event reviews to ensure key lessons are learned and the required improvement in the control environment are implemented.
•    Provide oversight of risk event actions ensuring overdue items escalated to Management Risk Committee.
•    Establish and lead the Risk Event response team ensuring coordinated and timely communication, reporting and mitigations actions are implemented for any significant risk events.
•    Development of risk event reporting that provides insightful information to management/board governance committees to enable informed decision making.
•    Ensure that risk event requirements and processes are integrated with the Bank’s business continuity, disaster recovery and crisis management plans.
•    Manage the Operational Loss Data collection and reporting ensuring it is in line with accounting standards and regulatory requirements.
Controls Assurance
•    Assess the effectiveness of the control environment through assurance reviews of Business and functions control tests. 
•    Oversight of issue remediation and control improvement activities ensuring they are delivered on time and to spec.
•    Review and challenge Risk Acceptance proposals submitted by Business and functions. 
Operational Resilience 
•    Develop and maintain comprehensive resilience strategy including the Bank’s business continuity and disaster recovery plans.
•    Ensure the Bank’s resilience strategy is in line with regulatory requirements and industry standards.
•    Define the critical business processes, impact tolerances and recovery objectives and ensure they are bult into the Bank’s resilience and recovery plans. 
•    Facilitate and coordinate the mapping of interconnections between critical internal functions and processes and critical external service providers. 
•    Support Businesses and functions in reviewing and updating their Business Impact Analysis.
•    Facilitate and co-ordinate the development of resilience scenarios, crisis simulations and training to ensure the Bank’s management and staff are prepared for actual events.
•    Establish and monitor Key Risk Indicators (KRIs) and Key Performance Indicators (KPIs) related to operational resiliency and business continuity.
•    Provide guidance and support to management and business during operational outages and disruptions

Job Context

This is a new role, and as such the role holder will need to develop and implement some of the required processes related to risk event management and resilience responsibilities.
The role will have multiple touch points across the Bank with significant interaction with the Technology and Information Security teams. 

Education

Bachelor Degree

Experience and Skills

Qualifications
•    Bachelor’s degree 
•    Postgraduate degree (MBA or MSc) preferred  
•    Professional certifications such as CBCP, MBCI, DRCP and/or FRM, CCSA, CIA, ACOR, etc. are preferred.
Work Experience
•    Minimum 10 years of Banking experience with 5 years in management position in a large multinational or regional bank.
•    Significant risk and compliance related experience including business continuity planning and disaster recovery.
•    Sound knowledge in all areas of banking and regulation.
